Or you can do it yourself manually by

1. make a backup of the Fallout76\Data\SeventySix – Textures05.ba2 archive
2. extract the archive to view the files. You will need a program such as B.A.E
3. replace the papermap_city_d.dds file with this one
4. re-pack the archive
